Create text using text tool
Copy layer
Rasterize both layers
Lock Trancparency of one of the layers
Edit > fill (with black)
Unlock Transparency of the layer
Use filter menu > blur > gaussian blur and change the amount of blur to your own liking
Reduce opacity
Move layer below original layer (so "shadow" is below plain text)
Move text slightly below and to the left
